Cincinnati Region Supplemental Regulations
for 2007 Solo Events


1.General Sequence of Events

a.7:00 – 9:00 Event and Course Setup (Volunteers needed)
b.8:00 - 9:00 Registration
c.8:30 – 9:45 Technical Inspection
d.9:00 – 10:15 Course open for walking
e.9:45 Novice Meeting and Course Walk
f.10:00 Mandatory Driver’s Meeting
g.10:15 Start of 1st Heat


2.Waivers

a. Everyone entering the event site must sign the SCCA waiver form and wear an official credential (wristband). Some event sites may also require a separate waiver by the site owner. Wristbands must be properly displayed on preferably the wrist, or at least the front, upper part of the body.

.bA worker will be stationed at the entrance to control access to the site and ensure waivers are signed and credentials issued.

c.All drivers and passengers must be able to display their wristband to the starter before each run.

d. Adults accompanied by minors must report to Registration to execute a Minor Waiver and obtain a minor wristband. Minors do not sign the adult waiver. Parents or legal guardians must sign a minor waiver for each minor attending an event.

e.Two types of Minor Waiver are available. A One-Day Minor Waiver, valid for that event only, and an Annual Minor Waiver.

f.All Minor Waivers must be witnessed by a Registrar.

g.Only one parent or legal guardian signature is needed on a one-day Minor Waiver to allow a minor to attend an event. The signing parent or legal guardian must remain at the event site at all times the minor is present.

h.A waiver must be signed by both parents or all legal guardians before a minor can compete at the event or be permitted in designated “hot” areas. Specifically, minor drivers in the Formula Junior Kart Program, minors age 12 and over who wish to be passengers in competing cars or in “hot” areas, and any competing licensed driver under the age of 18.

i. Minors with signed waivers allowing them in hot areas will be issued a special wristband.


Annual Minor Waivers

j.Annual Minor Waivers must be signed by both parents or all legal guardians.

k.Two (2) copies of the Annual Minor Waiver should be executed. One will be kept on file by the Cincinnati Region, and the second should be carried by the minor to all events attending.

l.Both signatures must be witnessed by the Cincinnati Region Registrar or must be notarized prior to presenting to the Registrar.

m.The Annual Minor Waiver must state “All SCCA Solo Events and All Dates” to be valid.

n.A new Annual Minor Waiver must be executed each calendar year.

o.A yellow “Rally/Solo Minor ID” card may be issued to designate the Region has a signed Annual Minor Waiver on file. A processing fee of $5.00 may be charged.

p.A single-parent may be asked to provide a copy of a death certificate or sole-custody statement to accompany the original Annual Minor Waiver document.

q.In the case of “shared custody” both parent’ signatures are required on the Annual Minor Waiver.

r. Participating minors with signed Annual Minor Waivers will be issued a special wristband.

s.A minor attending the event without his/her parents or legal guardians may bring a signed and notarized Annual Minor Waiver to the event.

t.Blank waivers are available from the Registrar, or online at www.scca.org and must be completed in duplicate and printed in color to be accepted.

PROTESTS
Protests are to be worked out among the drivers in question.
If a competitor feels that another competitor is not following the rules per the SCCA rule book, you should explain your point of view in a friendly fashion. If the offense is clear and the offender will not co-operate, the situation should be brought to the attention of the solo chairman.
Points for any and all events by competitors that choose to not follow the rules will be removed after proof has been determined on a case by case basis. Once compliance is met points will be awarded for any new events after the correction has been made.
If additional measures are needed beyond a simple conversation, the person "filing" the protest will be charged $50 - If the protest is upheld then the fee will be refunded and the competitor who is violating the SCCA rules shall pay the $50 protest fee. In a case that a competitor will not comply nor pay the protest fee they will be asked not to return to any SCCA sanctioned events.

3. Registration

a.Competitor Fees – To facilitate faster and easier registration, for 2007 the Cincinnati Region will use the following entrant fee schedule placing an incentive on PRE-REGISTRATION through MyAutoEvents.com.

If you PRE-REGISTER online using MyAutoEvents.com (YOU MUST PRE-PAY)
$20 - SCCA Members (plus MyAutoEvent.com fee if paid online)
$30 - NON-SCCA Members (plus MyAutoEvent.com fee if paid online)

If you register at the event (“walk-up registration” Limited to Entry cap or a max of 30 Walk-up's)
$25 - SCCA Members
$35 - NON-SCCA Members

Entry fees are to be mailed in or paid at MyAutoEvents.com


b.The number of event entries may be capped at the discretion of the Solo Chair, and On-Site Registrations will always be capped at a maximum of 30 per event.

c.Entry will be reserved for those Pre-registered followed by On-Site Registration. No preference will be made for SCCA members.

d.Registration is only confirmed when payment is received.


4.Technical Inspection

a.All vehicles must pass a safety technical inspection following the SCCA guidelines in order to compete.


5.Annual Tech

a.An Annual Technical Inspection may be requested by competitors which will be valid for the current year Cincinnati Region Solo Schedule.

b.The Annual Technical Inspections will only be available at events designated by the Solo Chairman (Event dates of March 5, March 12, April 30, and May 21 for the 2006 Solo season).

c.Competitors requesting Annual Technical Inspection must present the vehicles in the planned competition configuration, must have a current SCCA membership, and must be in possession of the current year Solo Rule Book. This rule book will be marked on the inside back cover by the Inspection Chief noting that an Annual Inspection was performed.

d.All competitors who obtain an Annual Technical Inspection are responsible for ensuring that their vehicle is maintained in a safe race condition, and is configured properly for the class that it was originally inspected for and competes in. Any significant changes must be presented to the Inspection Chief for review and will be noted in the rule book inside back cover.

e.At any event throughout the current Solo event year, the Inspection Chief or Event Chairman may request that a vehicle which possesses an Annual Technical Inspection be re-inspected.

6.Vehicle Numbers and Classes

a.All competing cars MUST have legible numbers that are a minimum 8” tall.

b.Class designations are to be a minimum of 4” tall.

c.Numbers and class MUST be on the both sides of the car on the door panel.

d.Contrasting colors are required.

e.100 series numbers are for two-driver cars only.

f.KARTS need to have number large enough for timing and scoring to see
g.Shoe polish on windows will not be acceptable.

h.If we cannot see your number you will get NO SCORE, no exceptions!

7.Competitor Requirements

a.Competitors, with the exception of Formula Junior Drivers, must present a valid driver’s license at Registration.

b.SCCA members must show a valid membership card to receive the member discount.

c.All competitors must attend the Driver’s Meetings. Failure to attend a mandatory driver’s meeting will waive the competitor’s right to protest for that event and lead to disqualification for any timed runs made by the competitor.

d.All competitors are required to work each event. Failure to fulfill worker requirements will result in disqualification, which is not protestable.

e.Entries are limited to a maximum of two different competitors in the same car for each class. Exceptions may be granted at an event only with prior approval of the Solo Chair.

8.Safety

a.Any car leaking fluids will be asked to leave the course and/or grid immediately. Repairs must be deemed satisfactory by Grid Officials upon returning to the grid.

b.All drivers are to have safety equipment per the current SCCA Solo Rule Book.

c.Riders are allowed for training and education purposes only. Limit riders to practical education. Only passengers age 12 and above will be allowed to ride with competitors. Minors (under 18yrs of age) with signed waivers allowing them in hot areas (signed by both parents/legal guardians) will be allowed to ride with competitors

d.Novice competitors are not allowed to give rides - only experienced drivers can ride with you.

e.No visible alcoholic beverages will be allowed on the event site during competition. The use of alcoholic beverages and illegal drugs is prohibited at all times. Violators will be disqualified from the event. Anyone found to be under the influence will be disqualified without refund.

f.Drivers will be held responsible for the actions of their crew and guests.

g.Any time Formula Junior karts are competing, no cars will be moving, on course, in or near the grid area.

h.Speeding at the event site (except while on course) or reckless driving anywhere at the event site will not be tolerated. Speed in the Paddock, Grid, and access roads shall not exceed 10 MPH. Tire warm ups in the Paddock area, or on surrounding roads are prohibited. THERE WILL BE NO WARNINGS - IF YOU ARE CAUGHT, YOU WILL BE ASKED TO LEAVE! 10 MPH is a fast walk. If we need to run to catch up with you, you are going too fast.

i.Reckless driving on or off site will not be tolerated. Offenders will be:

Asked to Leave the event and any points will be removed for that event.
May be asked not to return to any Cincinnati SCCA Solo event.
Serious offenders will be reported to the Cincinnati Regional Executive for further action.

j.This is to be a FUN and SAFE family event! All actions will be at the discretion of the Safety Steward and the Event Chairman.

9.Grid and Course Design


a.No vehicles will be parked in the Grid area except for the cars being run in the current heat.

b.Grid Chief will be responsible for establishing either an Open Grid (competitors free to line up as desired) or a Set Grid (assigned competitor grid spots). Two-driver cars will have a unique grid location designated by the Grid Chief.

c.Two-driver cars will run from the car’s lowest number position in a Set Grid. It is the responsibility of the second driver to run in the assigned order. It is the responsibility of the drivers to ensure that their car numbers and class are properly changed for each run.

d. If you need help or need to remove a car from the grid, please coordinate with the Grid Chief or Grid Workers.

e. Smoking in the Grid is not allowed at any time.

f. No fuel containers of any type will be permitted in the grid area without supervision of a grid worker and a fire extinguisher readily available. The Formula Jr. Kart grid is an exception to this rule. A fire extinguisher and water supply will always be available in the kart grid area.

g. The course design may be evaluated by a drive through by the Solo Chairperson, Event Chairperson, Solo Safety Steward or designated driver(s). Section 4.9 is not mandatory therefore the course design may be evaluated for safety by 2 driven runs at speed. These runs will be conducted by the Solo Chairperson, Event Chairperson, Solo Safety Steward, Chief of Course Design or designated driver or two of the above, who is approved by the Solo Chairman or R.E. unless a non-competing Regional Solo Safety Steward is in attendance. The sole purpose of this supplemental rule and these runs is to insure a safe and competitive environment and to insure compliance with section 2.1 A of the National Solo Rules.



h.There may be more than one car on course at a time.

i.All pylons at and before the start and at and after the finish line, surrounding the timers, will be scored as a “DNF” if displaced per the “down and out” rule.

j.Drivers are expected to stay with their vehicles in the grid area and may be eliminated from a run if their absence results in a delay of the event.

10.Scoring

a.Only event Chiefs and Timing & Scoring personnel are permitted in and around the Timing & Scoring vehicle. Unauthorized personnel will be disqualified from the event.

b.Questions with respect to Timing & Scoring should be made to the Event Chairman; he will handle all Timing & Scoring protests.

c.Posted times are unofficial until confirmed and marked official by the Timing & Scoring Chief.

d.Spotters and radios may be utilized for penalty tracking; a chase vehicle may be used periodically to gather incident logs from course worker stations. A final audit will be made after each run of the heat and subsequent scoring changes will be posted. e.The Solo Chair has the authority to set the number of runs per heat and can end the Event at his discretion as long as each entrant has the same number of opportunities to run in class and has had at least three runs. If changes are made, scoring will be adjusted accordingly.

11.Event Awards and Year-End Competition Points

a.Trophies will be awarded at each event based on the number of cars that actually compete in each class during the event as indicated below:

1-3 entries 1 trophy
4-6 entries 2 trophies
7-9 entries 3 trophies
10-13 entries 4 trophies
14-17 entries 5 trophies
18-21 entries 6 trophies

b.Trophies will not be mailed to, or held for winners. Plan to attend the award presentation, or have a designee attend the trophy presentation to accept an award.

c.Event Award and Year-End Competition Points will be awarded as follows:

d.Year-end Awards are open to members of the SCCA.

e.Class Year-end ties will be resolved by awarding duplicate trophies.

f.SCCA competitors must compete in one class, in 1 more than 1/2 of all completed events, to be eligible for Year-end trophies. ( i.e. With 8 events scheduled, competitors must compete in at least 5 of the 8.)

g.Cancellations due to weather, etc., do not count as completed events.

h.Competitors best finishes (1 more than 1/2 of all completed events) will be used to compute Year-end finish positions in each car class.

i.Competitors may enter each event only once.

j.Year-end awards will be distributed at the Cincinnati Annual Banquet, in accordance with the current SCCA SOLO Rule Book, based on the average number of competitors in each car class per event.

12.Sound Control

a.In an effort to help ensure that the Cincinnati Region continues its good neighbor policies that enable us to get and retain premium sites, we will enforce sound control regulations.

b.A 98dba limit will be enforced at all regional Solo sites.

c.The sound level of any vehicle may be measured at the fastest “under power” portion of the track at a distance of approximately 100 feet.

d.Cincinnati Region believes the equipment being utilized is of sufficient quality and accuracy for enforcing sound control.

e.Any competitor desiring to debate the accuracy of our equipment must first calibrate and provide equipment of greater quality to the region before submitting their appeal.


13.Novices

a.Novice competitors are always welcome to Cincinnati Region’s scheduled regional Solo Events.

b.The Cincinnati Region Solo Program allows the novice entrants to compete in the various car classes made available by the SCCA and Cincinnati Region, and does not run a separate class for novice or rookie competitors.

c.Novice competitors are encouraged to research the Cincinnati Region website (www.cincyscca.com) for information which will allow them to be prepared for the requirements and schedule for their first event

d.All novices are required to attend the Novice Driver meeting and Course Walk that will be held prior to the normal driver’s meeting (which is also mandatory for novices).

e.Novices are reminded that all competitors are required to work during the event.

14.Miscellaneous

a.Pets must be enclosed in a vehicle or on a leash at all times (and must be immediately cleaned up after).

b.No pets are permitted in the grid and staging areas.

c.Children under the age of 5 years are to be in the hand of someone at least 16 years old.

d.Under no circumstances are children under the age of 12 permitted in the grid and staging areas, except for Junior Kart Drivers during and in preparation for their heat.

e.Overnight camping is not permitted at any Cincinnati Region Solo event site without prior approval of the Solo Chair.

f.Any competitor or spectator found to be littering, defacing, or damaging property belonging to Cincinnati Region, its sponsors, or event site owners can be disqualified and/or ejected from the event site, with penalties applied at the discretion of the Solo Chairperson.

g.The Solo Chair and/or Registrar will maintain an e-mail list to help keep participants informed of schedule changes, etc.

h.The Cincinnati Region may create a “special” class for competition among members of an invited marquee club to a Cincinnati Region Solo Event.

i.Participants are encouraged to regularly visit the Cincinnati Region web site at www.cincyscca.org.
